DIRECTOR

Lorna Holroyd

Lorna leads whole-system service reviews and operating model design, helping councils turn complex organisational, financial and digital challenges into practical, deliverable change.

About

Lorna is a founding director of Castlerigg and specialises in service design, organisational review, business case development and change delivery across local government and the wider public sector. She brings together strategic thinking and detailed operational analysis, using evidence, engagement and demand and capacity modelling to understand how services really work and where change will make the greatest difference.

Her work often sits at the point where service pressures, finance, digital capability and workforce design meet. Lorna focuses on recommendations that are clear enough to implement, owned by the people who will deliver them, and robust enough to support senior decision-making. She is particularly interested in making change practical: reducing complexity, improving accountability and helping organisations develop the capacity and capability to deliver better services.

Selected work

ORGANISATIONAL DESIGN

Organisational Design — Darlington Borough Council and Renfrewshire Council
Lorna has led organisational design and functional alignment work for Darlington Borough Council and Renfrewshire Council, helping senior teams test whether leadership capacity, management structures and service groupings were aligned to current demand, financial pressure and future priorities. The work combined engagement, evidence review, demand and capacity analysis and practical option development, resulting in clearer accountability, stronger delivery capacity and recommendations that could move quickly from review into implementation.

DDAT Service Design — Lancashire and Cheshire
Lorna has also led Digital, Data and Technology service design work in Lancashire and Cheshire, shaping DDAT capability around whole-system service needs rather than technology in isolation. In Lancashire, this included work that underpinned a digital operating model redesign associated with £1.5m of savings, while keeping the focus on practical service change, better access to digital capability and improved delivery capacity.

Finance and Demand-Led Service Reviews — Lancashire County Council
Lorna’s recent finance review work for Lancashire brought together financial analysis, stakeholder engagement and demand-led planning to clarify accountability, improve governance and connect financial management more directly to service pressures. Her work supported clearer decision-making around resources, benefits and operating model change, with a strong emphasis on deliverable recommendations rather than theoretical savings.
